V. Dismounted Player:
A player must have both feet off the ground when hitting at the ball or
hooking an opponent. A player may block the ball with his bicycle while
one or both of his feet are on the ground, provided that he does not violate
any other rules, particularly the Right of Way rules, in so doing.
